Charlotte County Community Development has implemented a new permitting process for residential trade permits to ensure safe, compliant repairs for properties damaged by Hurricanes Helene and Milton. This applies to residential permits for electrical, mechanical, plumbing, roofing, siding/soffit, stucco, and water heaters, whether submitted online or in person.

Properties flagged in our system with significant storm damage now require additional review before permits are issued. These applications will display a status of “in review,” indicating that the proposed repairs are being evaluated under the 50% Rule. This rule limits repair costs to 50% of the property’s pre-damage market value, excluding land value, unless the structure is updated to meet current elevation standards.

When an application is placed “in review,” the applicant will receive an email with detailed instructions and a link to the Property Owners’ 50% Rule Acknowledgement Affidavit for Trade Permits. This affidavit must be signed by the property owner and submitted to acknowledge understanding of the 50% Rule.

To streamline the process and reduce costs, contractors and owner-builders are encouraged to consolidate all repair and improvement work – such as drywall, flooring, cabinets, trim, plumbing, and electrical – into a single residential remodel permit application. For those choosing to perform partial repairs, the acknowledgement affidavit must be submitted, acknowledging potential risks and compliance requirements. This updated process ensures repairs are completed safely, efficiently, and in compliance with all regulations while helping property owners avoid unnecessary expenses.
